INTRODUCTION

INTRODUCTION

Faculty of Studies (FOS) of BSF was established at BSF Academy Tekanpur by the order of DG BSF in June 1986 on the basis of recommendation of a study conducted by college of Defence Management, Secundradad on “BSF Training Needs Analysis”. In Dec 2008, permanent manpower of 37 personnel for FOS was sanctioned by DG BSF. The FOS again reconstituted in 19 Sep 2011 with 35 personnel.

DG announced the raising of National Institute for Border Management (NIBM) which was later re-named as Institute for Border Management and Strategic Studies (IBMASS). A proposal in this regard prepared and sent to MHA for sanction. MHA advised BSF to partially shift FOS to Delhi which was approved by DG on 07 March 2016. 27 posts out of 35 total sanctioned posts shifted to Chhawla, Delhi and rest 08 post remains at Tekanpur. To function the remaining FOS at Tekanpur 10 additional manpower demanded from BSF Academy.Inspite of cost neutral proposal and various presentations, MHA did not sanction Institute for Border Management and Strategic Studies (IBMASS) at Delhi and ordered to shift it to its previous location. BSF FHQ ordered FoS to shift from Chawla, Delhi to Tekanpur in Oct 2019 which was completed in Nov 2019.

AIM

Faculty of Studies function as a nodal agency for evolving an operational doctrine of the Force, conduct organizational research, prepare case studies, support training in Force and initiate/evolve changes in training methodology keeping in view of the role and tasks of the Force.

TASKS

The approved task/mandate of FOS is as under: -

  • Development of new Ops doctrine for Eastern & Western Ftrs separately.
  • Development of training literature for training institutions as directed by Trg Dte.
  • Supporting training institutes in conducting Training Needs Analysis for all levels and courses. TNA for recruit training will be conducted by FOS itself.
  • Supporting the training institutions in preparing training literature including Computer based training literature. Training literature, CBTs and visual aids for basic recruit training will be developed by FOS.
  • Supporting the training institutions in evaluation of training imparted in various courses. Evaluation of training being imparted during basic recruit training will be done by FOS.
  • Preparation of syllabi for different courses/cadres as may be directed by FHQ.
  • Ensure proper accounting and distribution of training literature to over 20 establishments within the forces and all sister organizations including State Police.
  • Editing of BSF Journal (half yearly) & timely publication of BSF Journal.
  • Organizing research on issues related to functioning of the forces.
  • To act as nodal agency for outside research scholars conducting research on BSF approved topics.
  • Preparation of case studies of important ops events.
  • Any other task given by Trg Dte.

Academy has a well-stocked automated Library called 'Tagore Library', named after the noble laureate Rabindra Nath Tagore. The vast library houses comprehensive literature on a variety of subjects including text books, reference books on History, Geography, Constitution, Polity, Public Administration, Military Studies, Human Rights, International Law, Man-Management, HRD etc. It also subscribes to a variety of journals & newspapers which are constantly reviewed and expanded.
