BSF Institute of Disaster Response - BIDR

 

1. INTRODUCTION

Border Security Force Institute of Disaster Response (BIDR) was raised on 20th April 2005 at BSF Academy Tekanpur. Since its inception the Institute played a key role in organizing and training personnel of various organizations viz, NDRF, SDRF, CAPFs and other agencies in specialized courses of MFR/CSSR, CBRN Emergencies, Flood Water Rescue, and Disaster Preparedness.

Initially, the Institute acted as a leading center for imparting training to National Disaster Response Force (NDRF) and civil agencies. It also acted as a think tank for Disaster Response training in BSF and co-ordinated disaster response training activities with other organizations.

Consequent upon transfer of Instructional posts (Comdt-3, Dy. Comdt-3 & Insp-3) to NDRF Academy, on 5th July 2019, the functioning of BIDR was ceased. However, on 19th May 2020, fresh orders were issued by FHQ BSF to re-activate BIDR with the small manpower of 27. The renewed objective is to train officers and men of BSF in Disaster Management and to build (in-house) capacity of the Force.

The Institute also provide inputs in Disaster Management through training modules for basic courses viz, AC(DE), SI(DE), AC(LDCE), SI(LDCE) and BRTs. Furthermore, BIDR also conducts Training of Trainer (ToTs) Course in Disaster Response.

2. VISION

(i) To develop BSF Institute of Disaster Response (BIDR) as a capable training establishment for disaster response in the field of:

  • Medical First Responder (MFR)
  • Collapse Structure Search and Rescue (CSSR)
  • Chemical, Biological, Radiological & Nuclear Emergencies (CBRN)

(ii) To help in building a body of skilled personnel within BSF to achieve self-reliance in managing disaster of any magnitude.

3. MISSION

  • To act as Nodal wing and think tank for Disaster Response Training in BSF.
  • To organize training in MFR/CSSR, CBRN Emergencies.
  • Co-ordinate disaster response training activities with other organizations/civil agencies.
  • To spread awareness among the masses and to train them in Basic Life Saving skills.

4. MANDATE

8. ACHIEVEMENTS OF BIDR SINCE RAISING
  • Conducted Pre Induction Trg of National Disaster Response Force (NDRF) Bns.
  • Lectures/ Training programme on Disaster Management for AC (DE), AC (LDCE), SI (DE) and SI (LDCE), trainees and In-service courses.
  • Preparing study material /Lectures for MFR/CSSR both in Hindi & English.
  • Awareness programmes on Disaster Management in various Institutes, Schools & villages.
  • In addition, the following Community Awareness programmes have already been organized:-

9. IN-HOUSE CAPACITY BUILDING:-

The team of BIDR regularly organizes Lecture/Demo at various wings and ancillary units of BSF Academy. At present, BIDR is conducting Lecture/Demo & improve to CPR technique for nominated Officers, SOs & ORs of the Wing/Units on second Tuesday of every month.

With its dedicated team of Instructors, the Institute is confidently moving ahead in developing trained and skilled manpower for BSF to respond to any Medical /CSSR and CBRN Emergency.
