BRIEF ABOUT FRONTIER

HISTORY OF STC:- Subsidiary Training Center Baikunthpur (North Bengal) was established on ad-hoc basis on 1st December 1967 at Ranidanga in Darjeeling district, West Bengal. In the year 1983, it was shifted to its present location, i.e. Baikunthpur near Salugara in Siliguri city, Jalpaiguri district, West Bengal. It became a full-fledged in-service and recruit training centre on 14th April, 1986.

This STC is known as Baikunthpur as it has derived its name after ‘Baikunthpur’ forest, which is spread around the campus. The forest is an important ecological zone and home to wild elephants, deers, monkeys, various birds, lizards and snakes. The main villages situated adjacent to the STC are ‘Rajphapri’ on the south and ‘Ghogaphari’ on the west.

ABOUT SILIGURI:- Siliguri is situated at the base of the Himalaya mountains in the plains of Darjeeling district and Jalpaiguri district by the side of River Mahananda. It is the 3rd largest city in West Bengal and known as the gateway of North-Eastern India. The strategic location of the place makes sure that travellers to the North-East have to pass through Siliguri. It is also the commercial capital of the region. The Sub-Division is bounded on the north by Sub-Himalayan ranges and on the south by Bangladesh, Uttar Dinajpur district and Bihar. On the east, lies Jalpaiguri district & Kalimpong Sub-Division and bounded on the west by Nepal. The whole region is popularly famous for three (3) ‘T’s - Tea, Timber & Tourism. There are forty five (45) Tea Gardens. The two important adjacent areas - Mahananda Wild Life Sanctuary & Baikunthapur Forest contribute a lot in the micro-climate of the town.

LOCATION & CONNECTIVITY:- STC Baikunthpur (North Bengal) is located on BSF Road, Baikunthpur (Salugara) in Siliguri city, District Jalpaiguri, West Bengal. The latitude and longitude of this training centre is 26º45’44” and 88º28’02” respectively.

It is well-connected by road and is situated about 9.5 kms away from the Tenzing Norgay Central Bus Terminus bus stand and about 14 kms away from the New Jalpaiguri Railway Station. The nearest airport is Bagdogra Airport, which is 22 kms away from STC.

CLIMATE:- Siliguri falls under the humid subtropical climate. Warm summer, cool winter and a severe monsoon defines Siliguri's climate.

Temperature:- The average annual temperature in Siliguri is 23.7 °C. In summer, the temperature varies from a minimum of 18-22 °C to a maximum of 26-32 °C. The temperature in summer sometimes exceeds 35 °C. On the other hand, the winter maximum temperature hovers around 20-24 °C, and the minimum drops 6-9 °C. The minimum temperature in winter season sometimes drops to 5 °C or below. January is the coldest month with an average temperature of 16.1 °C. The highest temperature ever recorded in Siliguri is 41.7 °C, recorded on 15 April 1952, while the lowest was recorded on 8 January 2018, when the mercury plummeted to 1.9 °C.

Rainfall and Other Conditions:- On an average, Siliguri gets 3340 mm rainfall per year. Winters are mostly dry, with the summers being rainy. About 80% of the annual rainfall is felt between June to September. July is the wettest month (804 mm) and January is the driest month (12 mm). The humidity in air remains high throughout the year.

CAMPUS AREA :- STC North Bengal campus is spread over 214.90 acres of land adjacent to the Baikunthpur Forest. The campus is shared by two regular BSF Battalions and STC itself. It is a well-organised campus and houses training areas, administrative building, barracks for trainees and staffs, quarters for STC staffs, Officers’ Institution, SOs’ mess and Multi-purpose Drill Shed. There is also a shopping complex accommodating the Kendriya Police Kalyan Bhandar, Sainik Store, ATM, Barber Shop, Wet Canteen and Juice Shop. STC also houses an open air cinema hall.

RANGE:- Dudhiya firing range is situated at a very picturesque location about 33 kms away from the STC campus, in which firing of recruits and STC staffs are conducted. Total land of the firing range is about 13.54 acres.

TRAINING:- The STC conducts Basic Recruit Training (BRT) of newly recruited Constables of BSF. In addition, a number of in-service courses for SOs and ORs are also conducted at the STC. Two force level courses, i.e. PT & UAC and MPC & OP course are also conducted. BRT of State Police Constables is also conducted in line with the syllabus of the respective state police, whenever, it is allotted by higher headquarters.

While imparting training, it is always endeavoured to maintain quality, so that trainees can receive best out of it. Till the training year 2020, this STC has trained total 34,470 recruits both from BSF and SPOs by conducting BRT and 10157 personnel in various in-services courses.
